Job Description

This position is open for Confidential Employees (CEA) Employees Only.

What You Will Be Doing

What if you could help shape how the State of Alaska approaches performance management?

Every supervisor across the State of Alaska has a responsibility to set expectations, provide feedback, recognize strong performance, and address performance concerns. Behind those conversations is a statewide performance management system that needs to be clear, meaningful, user-friendly, and continuously evolving. As a Human Resource Consultant 3 with the Learning & Development Program within the Division of Personnel, you will play a critical role in making that happen.

This position will serve as a key resource for the State's statewide performance management program, helping ensure our practices, resources, tools, and systems continue to evolve with current HR best practices and the needs of the State of Alaska’s workforce. You’ll lead trainings for departments, look at what is working, identify where employees and supervisors are struggling, use data and feedback to uncover trends, and turn those insights into practical improvements that make performance management easier to understand and more effective.

You'll also help strengthen the HR professionals who support agencies across the State — developing onboarding and professional development for Human Resource Consultants, identifying common HR challenges and themes, and creating learning opportunities that help HR Business Partners provide better consultation to their agencies. You'll bring your HR expertise into the classroom as well, supporting the Academy for Supervisors, leadership development, and other statewide learning initiatives.

As a Human Resource Consultant 3 with the Learning & Development Program within the Division of Personnel, you will be instrumental in:

Leading and advancing the State's statewide performance management program.

Serve as a key subject matter expert and consultant for performance management, helping ensure practices, resources, processes, and tools remain current, effective, and user-friendly. You'll research and bring forward emerging HR and performance management practices, use data and feedback to identify trends and opportunities for improvement, and work with agencies, HR professionals, supervisors, and employees to translate those practices into meaningful and practical solutions. You'll also design and facilitate performance management training, workshops, and learning experiences that help supervisors and employees understand expectations, strengthen performance conversations, and confidently navigate the State's performance management processes.

Build the knowledge and capability of HR professionals across the State.

Develop and support onboarding and professional development for Human Resource Consultants, helping new HR professionals build the knowledge, skills, and confidence needed to serve Alaska's agencies. You'll use consultation trends, agency feedback, data, and recurring HR themes to identify learning needs; develop targeted training and resources for HR Business Partners; and bring current HR research and best practices into the State's HR community.

Develop supervisors and strengthen the State's workforce through learning and development.

Support the development and delivery of the Academy for Supervisors, along with supervisory, leadership, HR, and employee development training offered statewide. You'll facilitate engaging learning experiences in both in-person and virtual environments, partner with agencies to identify learning needs, and help design practical training and resources that address real workplace challenges.

Ev

aluate, innovate, and continuously improve statewide HR and learning initiatives.

Look beyond individual questions and requests to identify broader opportunities to improve the employee and supervisor experience. You'll collaborate across the Division of Personnel and with agencies statewide, using data, feedback, emerging practices, and innovative approaches to strengthen performance management, HR consultation, and workforce learning.

If you're an experienced HR professional who loves solving problems, improving systems, translating HR best practices into practical solutions, and helping other HR professionals and leaders succeed — you're exactly who we're looking for.

Our Organization, Mission, and Culture

The Learning & Development Program is the State of Alaska's hub for professional growth — a small, close-knit team with a statewide reach and a big mission: to develop supervisors and employees who lead with integrity, treat people well, and do great work on behalf of Alaskans. Our culture is collaborative, creative, and deeply human — we push each other to be better, we laugh a lot, and we genuinely care about the work we do and the people we do it with.

The Benefits of Joining Our Team

A team worth showing up for.

Small, collaborative, and committed to making the workplace better for everyone — including each other.

Flexibility built in.

A hybrid schedule designed around productivity, balance, and showing up as your best self.

A healthy work-life balance.

We mean it — we want you energized, not burned out.
