Legislative jobs in Alaska run on the election calendar, not the fiscal year. The real hiring window opens in November of even years, right after the votes are counted: new members build offices from scratch, returning members backfill, and by the time the Legislature convenes in Juneau in mid-January the music has mostly stopped.
