Summary or Purpose

Operate and maintain the water utility system, which consists of four system types – Water Treatment, Water Distribution, Wastewater Treatment and Wastewater Collection and professional and courteous demeanor is expected in interaction with customers and regulatory agency personnel.

Essential Duties and Responsibilities

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification.  Shown are duties intended to provide a representative summary of   the major duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

Safely operate and maintain mechanical equipment and machinery.

Perform laboratory testing or water and wastewater samples for process control.

Prepare chemical solutions and operate chemical feed systems correctly according to process rate of flow.

Perform basic math calculations.

Make minor repairs to keep equipment operable, under the supervision of the Lead Operator.

Operate and maintain membrance filtration water treatment systems.

Operate and maintain the Steelfab wastewater treatment package plant.

Operate and maintain distribution and collection pipelines and appurtenances.

Operate, troubleshoot and maintain boiler and hydronic systems.

Work safely in trench excavation environments to maintain and repair pipelines.

Respond promptly and effectively to after-hours call outs and alarms.

Use of all the recommended personal protective equipment is mandatory.

Pursue obtaining the required levels of operator certification.

Work outdoors as required in very cold, Arctic conditions.

Work in close proximity to raw sewage and wastewater.

Work occasionally on weekends and holidays as required.

Perform other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of North Slope Borough organization, operations, policies and procedures.

Skill in using personal computers and a variety of software applications.

Ability to obtain site specific Resource Conservation and Recovery Act (RCRA) training in

accordance with 40 C.F.R. § 265.16 within the probationary period.

Ability to obtain Hazardous Waste and Emergency Response (HAZWOPER) current

certification within the probationary period.

Ability to obtain Small Quantity Handler training in accordance with 40 C.F.R. § 273.16 within

the probationary period.

Ability to obtain site specific Spill Prevention, Control, and Countermeasure (SPCC) training in

accordance with 40 C.F.R. 112.7 (f)(1)(2) and (3) within the probationary period.

Education, Experience, Certifications and Licenses Required

High school diploma, or G.E.D/or, a combination of 12 years of education and related work experience.

Required to obtain Incident Command System (IS) 100, IS 200, IS 700 and IS 800;

Required to obtain CPR, AED and Basic First Aid Certifications;

This is a career ladder position the incumbent must obtain certification as required by ADEC within time

periods specified in the attached chart.  For each certification received, the incumbent will receive pay

increases for operator certifications obtained based on the attached schedule. The inability to obtain the

required operator certifications may result in loss of employment.  If the incumbent fails to renew

certifications as required, the ADEC will consider expired certificates as not valid therefore the

incumbent’s rate of pay will be adjusted accordingly.

Environmental Factors and Conditions:

As described above, this job requires working with close proximity to raw sewage and wastewater and

occasional unintentional contact with raw sewage is possible. While Hepatitis B vaccinations are not

required by OSHA regulations, they are required for this position by the Borough unless specifically

waived in writing by the employee. A vaccination waiver form must be signed by any employee who

chooses not to be vaccinated. Vaccination(s) for employees are provided at no cost to the employee.
