Summary or Purpose

Provide technical assistance as required in the Public Health Office/Veterinary Clinic as Veterinary Technician, and Office Specialist.

Essential Duties and Responsibilities

The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification.  Shown are duties intended to provide a representative summary of   the major duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

At instruction of Veterinarian, Veterinary Technician duties include the following:

Prepare patients for surgery, place endotracheal tubes and catheters.  Monitor anesthesia.

Clean surgical instruments, prepare surgical packs for sterilization, autoclave surgical packs.

Perform venipuncture and blood collection on animals.

Position patients for radiographs.  Process, label and identify radiographs.

Assist Veterinarian with medical appointments.  Check client and patient into the clinic.  Obtain basic patent history.  Restrain animal for examination.

Maintain vaccine supply.  Monitor and document appropriate temperature controls of vaccines according to Alaska Department of Health and Social Services recommendations.

Fill prescriptions, reconstitute medications, dispense medications to client and verbalize Veterinarian's instructions to client.

Administer oral, subcutaneous, and topical medications to patients.  Administer subcutaneous and intravenous fluids.

Collect diagnostic specimens including blood, urine, feces, and skin preparations.  Perform in-house diagnostic tests including fecal analysis, urinalysis, and biochemistry panels.

Prepare samples for shipment to referral laboratory or for analysis in-house.  Includes preparing blood smears and staining slides.

Maintain accurate patient records and client communication records.

Travel to villages to provide veterinary medical and public health related services and inspections.

Maintain and operate program equipment.

Feed and care for hospitalized and impounded animals.

Provide immunizations of pet animals as directed by Public Health Officer/Veterinarian.

Assist with animal control duties, and act as back-up Animal Control Officer when necessary.

Office Specialist duties include the following:

Maintain current inventory and order new supplies as necessary.

Maintain daily ledger of all client contacts and treatments.

Ensure buildings, grounds, and equipment is clean, orderly, sanitary, and meet licensing requirements.

Assist with recruiting, interviewing, recommendation, orientation, and evaluating veterinary and support staff.

Ensure completion of staffing schedules, travel, and purchasing.

Observe, facilitate and enforce policies and procedures relating to workplace safety, OSHA, HIPAA, confidentiality and other borough, state, and federal requirements.

Participate in educational activities directed toward schools and general public.

Work in collaboration with North Slope Borough Wildlife Department for the management of marine mammals, large land mammals, waterfowl, and raptors.

Perform other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of North Slope Borough organization, operations, policies and procedures.

Knowledge of applicable laws, rules, regulations, policies, procedures, and terminology related to veterinary medicine and epidemiology.

Knowledge of the basic principles of record keeping and records management.

Skill in using personal computers and a variety of software applications.

Proficient in gathering and interpreting statistical information.

Good oral communication skills.

Education, Experience, Certifications and Licenses Required

High school graduate or G.E.D/ or, a combination of 12 years of education and related work experience.

Three years of work experience as a Veterinary Assistant or licensed Veterinary Technician.

Two years of clerical work experience.

Obtain and maintain State of Alaska Registered Veterinary Technician Certification within 2 years of employment.

Valid Alaska Driver's License that meets North Slope Borough insurance criteria.

Applicant must pass a criminal history background check conducted by CARCO Check to Hire (Health Dept. only)
