The Department of Transportation and Public Facilities (DOT&PF), Northern Region Maintenance and Operations Valdez District is looking for a Safety and Emergency Support Specialist to help us

Keep Alaska Moving!

What you will be doing:

As an Avalanche Technician, you will monitor and forecast avalanche hazards along the Richardson and Copper River Highways, recommend and coordinate avalanche control operations, and help keep travelers safe during winter conditions. You will also support year-round highway maintenance at Thompson Pass, operating a variety of heavy equipment for snow removal, road maintenance, and material handling. Additional responsibilities include maintaining avalanche and weather records, managing rescue equipment and explosives inventories, providing avalanche safety education, and coordinating road closures and control operations with agencies, highway crews, and the public.

Who we are looking for:

To be successful in this position, the selected applicant will possess the following core competencies:

Ammunition and Explosives

: Knowledge of ammunition and explosives and their uses, interactions, dangers, production, handling, storage, and disposal.

Special Note:

A Class B CDL with hazmat endorsements OR a Transportation Worker Identification Card (TWIC) is

required

at the time of hire.

Other certifications that may be required upon job duty assignment but are only preferred at the time of hire are:

A Class A CDL with Air Brakes, Hazardous Materials, and Tanker endorsement

Explosives License and Handling Certification

Current First Aid and CPR card

Flagger/traffic control certificate

MSHA training certificate

Minimum Qualifications

Three years of experience in the handling and disposal of explosives and/or incendiary devices.

OR

Three years of experience in avalanche control and forecasting.

OR

Two years of experience which includes work such as creating contingency plans, conducting exercises to evaluate plans and training, responding to events creating civil disruption or environmental disturbance, or directing the recovery from such events or mitigating against, preparing for, responding to, or recovering from emergencies, disasters, or terrorist events. The required experience includes work such as an Emergency Management Specialist 2 with the State of Alaska, or the equivalent elsewhere.

OR

Three years of scuba diving experience of which one must be in an instructor or supervisory capacity. Experience may be concurrent.

Desirable qualifications, depending on the specialty of the position.

National Avalanche School certificate or National Ski Patrol Avalanche Instruction

Certificate.

105mm recoilless rifle certificate.

Advanced first aid certificate.

Journey experience either performing tactical operations using camera systems such as the Wescam MX-10 system or while conducting active and passive surveillance with video, still, and infrared technologies or activating and operating the digital video recording system.

Recognition as a scuba diver by a nationally recognized scuba diving association,

such as the National Association of Underwater Instructors, Professional Association of Diving Instructors, or National Association of Scuba Diving Schools.

Selection will be made from those candidates with training and experience appropriate to specialty of position under Personnel Rule 5 02.4-5, unique or unusual circumstances.

Some positions may require possession of a current Commercial Driver's License with appropriate endorsements.
