Police Detective

in the Police Department

Under general supervision, this position performs specific responsibilities that include, but are not limited to: proactive patrol duties; detailed investigations, including, but not limited to fraud, arson, theft, burglary, robbery, controlled substances, gambling, homicide, sexual assault, and cybercrimes; interviewing victims, witnesses, and suspects; cultivating informants; obtaining search warrants and searching people and/or premises; arresting suspects; analyzing and interpreting data and evidence; preparing case reports and court documents; and testifying clearly and accurately in court. Based on the needs of the Department, a Police Detective may be assigned an area of focus either as a general investigations detective or as a drug investigations detective.

The Police Detective must be characterized by unquestionable personal and professional character and integrity, be free of cultural and ethnic bias, maintain a strong ethical code in both personal and professional life, desire to diligently protect and serve the community through courage, compassion and respect, and display personal conduct above reproach.

The Police Department provides quality law enforcement services to the community and assistance to citizens who request services that may be related to the well-being of life, health, and property in the community. The Police Detective contributes to Department operations by performing a full range of law enforcement duties including those related to crime prevention, protection of life and property, suppressing crime, apprehending and prosecuting offenders, regulating non-criminal conduct, and preservation of the public peace. The Police Detective must perform these duties in a manner that reflects positively on the City and the Department.

Examples Of Essential Duties

Conducts detailed investigations in areas that include, but are not limited to:  crimes against a person, fraud/embezzlement, cybercrime and/or controlled substances.

Receives assigned cases and reviews the information to determine the nature of the crime, whether the incident relates to other crimes, and what additional investigation needs to be conducted.

Processes crime scenes for evidence utilizing a variety of techniques and equipment.

Conducts interviews and interrogations.

Prepares police reports, and a variety of legal documents to include charging documents and search warrants.

Arrests suspects when sufficient evidence is present.

Negotiates with barricaded subjects and suicidal individuals.

Serves as liaison and public relations officer to the public; establishes and preserves good relationships with the general public; answers questions from the public concerning local and state laws, procedures, and activities of the department; makes presentations before a variety of public groups to promote crime prevention activities and to enhance public understanding of Police activities.

Participates in continuous training to remain current on principles, practices, and new developments in the law enforcement profession and to enhance law enforcement skills including firearms proficiency, defensive driving skills, apprehension and arrest techniques, investigative skills, and general law enforcement skills. Employees may become certified as a police instructor and field training officer and be responsible for delivering clear instructions to others.

Maintain confidentiality as required.

Maintains the integrity, professionalism, philosophies, attitudes, and values of the Police Department by assuring that all rules and regulations are followed.

Assists the Chief of Police or designee on internal administrative investigations as directed.

Ensure timely responses to requests from coworkers, supervisors, management, other law enforcement agencies, and other agencies.

May be assigned duties of a Police Officer based on departmental needs.

Performs other duties as assigned.

Minimum Qualifications

Employees must meet and maintain the minimum standards for certification as a police officer as set out in statute by the Alaska Police Standards Council (APSC). Must be at least 21 years of age. High school diploma or General Education Development (GED), preferably supplemented by college course work in criminal justice or closely related field, and two to three years of progressively responsible law enforcement experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.

LICENSING REQUIREMENTS

:

APSC Basic Certified Police Officer Certification

Valid Alaska Driver’s License or ability to obtain within 30 days of hire

First Aid/CPR/AED/Blood Borne Pathogens certifications

APSIN security clearance

Valid certifications in law enforcement tools and equipment (firearms, less-lethal, defensive tactics, emergency driving, Radar/Lidar, etc.)

LICENSING PREFERRED

:

APSC Intermediate or Advanced Police Officer Certifications

KNOWLEDGE, SKILLS, AND ABILITIES

Modern police methods and techniques in the prevention, investigation and suppression of criminal activities;

Departmental policies and procedures, guidelines, and chain of command;

Pertinent federal, state, and local laws, codes, and regulations including laws governing the apprehension, arrest, and custody of persons accused of felonies, misdemeanor, etc.:

Operational characteristics of police equipment, vehicles, and tools including firearms;

Analyzing suspect and witness statements;

Trauma informed interviews with victims and witnesses;

Processing crime scenes;

Reviewing and analyzing criminal cases to determine appropriate course of investigation;

Safely operating a light duty passenger vehicle in all types of weather and road conditions;

Maintaining detailed records and use for preparing written reports and other documents;

Maintaining cooperative working relationships with law enforcement agencies and other participants in the criminal justice process;

Communication, interpersonal skills as applied to interaction with subordinates, coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to give and receive work direction.

Abilities to:

Understand, interpret, apply, enforce, and make decisions in accordance with applicable federal, state, and local policies, laws, and regulations;

Operate smartphones, tablets, computers, cameras and other specialized law enforcement equipment including specialized police vehicles, radios, video systems, and radars;

Perform a wide range of law enforcement assignments;

Interview victims, complainants, witnesses, and suspects;

Write clearly, accurately, concisely, legibly, and with correct English grammar and spelling;

Communicate clearly and concisely, both orally and in writing;
