is recruiting for a

Petroleum Land Manager position in Anchorage, Alaska.

The Division of Oil and Gas Units Section is recruiting for a Unit Manager to assist the Division in its management of the State’s oil and gas resources. The Unit Manager will work with a diverse field of experts within the Division on highly complex (and potentially controversial) projects that impact ongoing and future hydrocarbon and geothermal development on state lands. This position offers a unique opportunity for those who excel at project management, strategic planning, negotiation, contract interpretation, writing, statutory and regulatory interpretation, and working within a statutory and regulatory framework to assist the Director in determining actions in the State’s best interest.

What You Will Be Doing:

The recruit will be tasked with drafting, reviewing, and editing decision documents and similar documents produced by the Units Section (and, on an as-needed basis, those from other Division sections). The recruit will also be in regular communication with other Division section(s) personnel, as well as with lessors and operators, to maintain cooperative working relationships and ensure compliance with lease terms, Unit Agreement provisions, and statutory and regulatory requirements. The recruit also provides subject-matter expertise to the Director’s and Commissioner’s offices on a wide range of issues, including appeals, requests from the legislature, and court decisions, and responds to requests for information from other agencies, organizations, and members of the public.

The Working Environment You Can Expect:

Located on the 11th floor of the Atwood Building, this position will enjoy an office on the northeast-northwest side of the building with views facing Denali and the Chugach Range. Daily work activities include such tasks as reviewing oil and gas industry plans of development prepared, drafting proposed decisions on submitted plans of development, review and providing constructive feedback to both team members and Unit Managers as to proposed decisions on submitted plans of development, along with review and providing constructive feedback to other Division section(s) colleagues on various decisions, memoranda, etc., teleconferences and meetings with members of the Division and industry representatives, and problem solving issues as they arise. Further, the Division currently is offering remote work opportunities as health mandates and duties allow.

We are looking for a candidate who possesses the following knowledge, skills, abilities, and Competencies.

Experience in the Oil and Gas Industry strongly encouraged and preferred (but not required);

A college degree (Associate, Bachelor, or Post-Graduate);

Experience interpreting and ensuring compliance with statutes, regulations, and land title laws in Alaska;

Experience with either legal or technical writing and editing with an emphasis on impact analysis;

Familiarity with oil and gas field economics, and legal and commercial aspects of oil and gas exploration and development;

Ability to manage and work collaboratively on several projects simultaneously, addressing complex issues and the various needs of multiple stakeholders; and

Effective communication skills, both written and oral.
