Summary or Purpose
Supervises and directs the computation and preparation of all Borough Payroll. Oversee the maintenance of payroll files and related documents and records.

Oversee the operation of the payroll section.
Keeps abreast of changes affecting payroll processing, such as altered limits and percentages for such items as social security, unemployment taxes, PERS contribution rates. Works with the Controller and MIS staff to ensure proper updates and changes are reflected in the payroll system.
Direct the daily activities of the Payroll work group through appropriate delegation, technical skills training and supervision. Meets regularly with staff to discuss and resolve workload and technical issues, recommends changes as necessary.
Recruits, evaluates and supervises staff, coordinates staff development programs, monitors operations to identify and resolve problems.
Monitors, reviews, reconcile transactions and payroll data according to policies: records changes, reconciles and resolves differences; reviews payroll and accounting records and corrects errors as required.
Assure the quality of the payroll documents and work products: monitors all document preparation for accuracy, completeness, and compliance with Federal, State and local policies and practices.
Process payroll, check runs and related transactions for the Borough in compliance with all applicable Federal, State and Borough rules, regulations and ordinances.
Reviews journal batches, personnel action forms and other source documents for compliance to rules and regulations: checks documents for validity and accuracy of information: collects, records, files and distributes related paperwork..
Collects statistical data and compiles data for reports; updates and corrects statistical database.
Responds to requests for information; reviews, investigates and corrects errors and inconsistencies in financial entries, transactions, documents and reports: provides technical information to departments, staff and management as authorized.
Maintain cooperative working relations with the villages, departments and outside agencies. Serves as liaison between various organizations and agencies: serves on committees, task forces and other groups to coordinate and standardize payroll procedures.
Maintain accurate payment and reporting of all Federal and state payroll taxes: reconciles all quarterly payroll tax returns to the General Ledger; prepares journal entries for any errors or corrections.
Maintain and enforces all aspects of confidentiality of client information and payroll records.
Assure orderly issuance of payroll and supplemental checks.
Provide training and orientation for timekeepers and payroll staff.
Run bi-weekly checks.
Reviews work processed by other staff members, such as: journal batches, personnel action forms and other source documents for compliance with rules and regulations; checks documents for validity and accuracy of information; collects, records, files and distributes related paperwork.
Responsible for all aspects of processing PERS, Fidelity and VALIC: generating required reports and pay requests. This includes on line reporting.
Reviews pay requests generated by other Payroll staff prior to submission to Controller.
Run more complex on-demand checks.
Runs, prepares and prints necessary reports for check runs.
Process payroll and related transactions for the Borough in compliance with all applicable Federal, State and Borough rules, regulations, policies, ordinances and laws.
Checks documents for validity and accuracy of information; collects, records, files and distributes payroll-related paperwork.
Reviews and enters timesheets, brings timesheet errors to the attention of department timekeepers: verifies that corrections have been made to timesheets prior to entry.
Ensure completeness of all incoming and outgoing forms pertaining to employees.
Enters payroll and related data into computer systems, and maintains information system database; enters data, processes transactions, assesses and validates data and compiles documentation.
Maintains records and files associated with payroll systems and related transactions.
Reviews payroll transactions in accordance with policies and procedures; corrects errors as required.
Prepares check requests and journal entries as required.
Collects and compiles data for reports: reconciles reports. Prepare and maintain daily, bi-weekly, monthly and quarterly payroll reports in compliance with Federal, State, local governmental and other pertinent external entities.
Updates annual leave bank donations and request as necessary.
Responds to complex inquires by North Slope Borough departments and external agencies for payroll related data.
Responsible for handling involuntary withholding requests made by external agencies.
Updates and corrects databases.
Responds to requests for information: reviews, investigates and corrects errors and inconsistencies in payroll entries, transactions, documents and reports; provides technical information to departments, staff, management, and other agencies as authorized.
Prints and distributes bi-weekly time sheets for all Borough employees.
Perform other duties as assigned.
Knowledge, Skills and Abilities
Knowledge of Borough policies and procedures.
Knowledge of principles of record keeping and records management.
Knowledge of principles and practices of payroll accounting.
Knowledge of specialized computer hardware and software applications.
Skill in the supervision, coordination and management of staff.
Skill in updating and correcting financial and accounting information systems.
Skill in data entry.
Ability to create and understand mathematical computations. Skill in reviewing/analyzing and correcting mathematical computations.
Ability to review and correct written forms and materials.
Ability to train staff in all aspects of payroll processing.
Strong interpersonal skills, with an emphasis on customer service.
Education, Experience, Certifications and Licenses Required
Associates Degree in business or related field.
Four years of clerical work experience;
Four years of experience of working with computers;
Four years experience with payroll or accounting functions;
One year of supervisory experience;
Any combination of experience, training and education commensurate with the previously stated requirements.
