General Functions:

The Learning & Development Partner serves as a key member of the Learning & Development team to ensure all staff have access to training, learning, and development opportunities in alignment with accreditation standards and CITC's strategic vision. This position prepares and delivers comprehensive training programs in collaboration with Subject Matter Experts (SME), analyzes training effectiveness, and administers Learning Management Systems while engaging learners across multiple communication platforms. Working in partnership with our people, the Learning & Development Partner helps develop opportunities that fulfill our endless potential by creating culturally relevant training solutions that support professional growth and organizational excellence. The role requires creativity, flexibility, independent initiative, and cross-functional collaboration to enhance the learning experience throughout CITC.

Duties and Responsibilities:

Learning & Development Partner

Assess organizational training needs through research, system analysis, and collaboration, translating findings into effective, actionable curriculum.

Partner with the L&D Manager to identify development needs and create training proposals, including objectives, outlines, delivery methods, and communication plans.

Develop approved training programs, including learning objectives, agendas, presentations, handouts, hands-on activities, instructor guides, assessments, and evaluations.

Organize and deliver training by identifying enrollees, coordinating logistics, and executing communication plans.

Partner with leadership-identified SMEs to co-create materials, ensuring presenters have the tools, technology, and resources to succeed.

Continuously improve and facilitate new hire orientation, onboarding, and verbal de-escalation training.

Serve as primary facilitator of new hire onboarding and cultural orientation, welcoming employees into CITC's mission and values and fostering a sense of belonging from day one.

Provide administrative and facilitation support to CITC’s leadership development program.

Track department-required credentials, and accreditation-driven training, to support compliance and quality standards.

Create, issue, analyze, and report on training surveys and evaluations to measure effectiveness and drive improvement.

Serve as primary LMS administrator and point of contact, creating content, managing modules, tracking training, and maintaining system integrity.

Serve as primary digital badging administrator and support the L&D intranet page with timely, accessible information.

Build trusted stakeholder relationships to improve training efficiency, effectiveness, and the learning experience at CITC.

Pursue continuing education to meet evolving program and organizational needs.

Analyze data and provide recommendations that inform training strategy.

Perform other related duties as assigned.

Sr. Learning & Development Partner

Perform all L&D Partner duties with advanced proficiency and sound independent judgment.

Independently plan and execute training events of all sizes and develop original curricula from research.

Partner with management to identify technical, soft skills, and technology training needs across programs.

Serve as L&D SME on adult learning and delivery methods, using data trends to inform decisions.

Lead departmental and cross-departmental L&D projects, aligning teams and managing timelines and resources.

Contribute strategically to L&D program development in support of CITC's strategic plan and mission.

Create developmental opportunities that build emerging talent and strengthen CITC's leadership pipeline.

Job Specifications:

Excellent presentation skills across virtual, in-person, and hybrid formats, with strong written and verbal communication tailored to diverse audiences.

Strong organizational and time management skills, with the ability to prioritize competing demands and meet deadlines.

Ability to work independently, adapt to changing priorities, and build respectful, collaborative working relationships.

Strong knowledge of Microsoft Office, Canva, and web-based applications, with accurate recordkeeping and reporting skills.

Sound judgment and problem-solving in training delivery and program development.

Advanced grammar, vocabulary, editing, and proofreading skills.

Understanding of and commitment to CITC's mission, vision, and values, including a belief in every person's potential to grow.

Demonstrated understanding of the social, health, educational, training, and cultural needs of the Alaska Native and American Indian community.

Minimum Core Competencies:

CITC Values, Respectful Leadership, Professionalism, Emotional Intelligence, Problem Solving/Critical Thinking, Communication Skills.

Minimum Qualifications:

Continued employment is contingent upon completion of satisfactory state and federal fingerprint criminal background check.

Valid Alaska driver's license and insurable under CITC's automotive insurance, which requires a driver to be at least 21 years of age and have had a driver's license for at least three years.

Learning & Development Partner

Bachelor's degree in Organizational Development, Leadership, Human Resources, Instructional Design, Business Management, or a related field. Relevant experience may substitute for the education requirement on a year-for-year basis.

Three (3) years of progressively responsible experience in developing and facilitating training for adult learners.

Two (2) years of experience in a work setting focused on serving Alaska Native/American Indian peoples.

Sr. Learning & Development Partner

Bachelor's degree in Organizational Development, Leadership, Human Resources, Instructional Design, Business Management, or a related field. Relevant experience may substitute for the education requirement on a year-for-year basis.

Five (5) years of progressively responsible experience in developing and facilitating training for adult learners.

Two (2) years of experience in a work setting focused on serving Alaska Native/American Indian peoples.

Professional certification in adult learning, instructional design, and/or project management.

Demonstrated ability to conduct needs assessments and improve processes.

Preferred Qualifications:

Master's degree in Education, Human Resources, or Business.

Physical Requirements:

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

May require prolonged periods of sitting at a desk and consistently working on a computer with repetitive motion.

The need to occasionally move around the office to access filing cabinets, storage cabinets, and office equipment may be necessary.

Must be able to lift up to 25 pounds occasionally by utilizing proper lifting techniques and working in a safe manner.
