Facility Supervisor - Aquatics

Basic Function

Serves as the primary on-site supervisor for Borough aquatic facilities, exercising independent judgment in daily operations, emergency response, regulatory compliance, staff supervision, and public safety. This position is responsible for maintaining safe, compliant, and efficient aquatic operations in a high-risk, public-facing environment where errors in judgment may result in serious injury, loss of life, regulatory action, or significant liability to the Borough. Provides ongoing training and certification of lifeguards and water safety instructors for staff and the general public.

Typical Duties

Provide direct supervision of full-time, part-time, seasonal, and temporary aquatics staff. Participate in hiring, onboarding, scheduling, training, performance evaluation, and corrective action processes. Ensure appropriate staffing levels are maintained to meet operational, safety, and regulatory requirements.

Serve as the on-site authority for aquatic emergencies, including water rescues, serious medical incidents, chemical exposure events, facility evacuations, and weather- or mechanical-related closures. Determine severity of incidents, activate emergency action plans, direct staff response, and coordinate with emergency services and Borough leadership as appropriate.

Ensure compliance with Alaska Department of Environmental Conservation (DEC) public swimming pool regulations, Borough policies, and nationally recognized aquatics safety standards. Conduct facility and water-quality inspections; adjust pool chemical balance; ensure proper documentation and reporting; and exercise authority to suspend programs or close facilities when public health or safety standards are not met.

Develop, update, and enforce aquatics-specific operating procedures, emergency action plans, and staff training protocols. Identify operational risks and implements corrective actions to mitigate hazards, reduce incidents, and limit Borough liability.

Ensure aquatics staff maintain required certifications and competencies; coordinate and conduct in-service training; evaluate staff readiness for emergency response; and enforce professional standards and safety protocols.

Serve as the Borough representative for on-site coordination of facility/program utilization by the school district, contractors, maintenance personnel, and other user groups. Provide customer assistance and scheduling for other facility uses.

Maintain accurate records reflecting the use of required supplies and administer procedural system for periodic inventories and security. Manage daily admissions, program revenues, and pass systems; reconcile cash receipts; maintain internal controls; safeguard public funds; and identify discrepancies requiring investigation or corrective action. Serve as custodian for aquatics equipment, safety supplies, and chemical inventory in accordance with Borough procedures.

Perform lifeguard duties when needed.

Plan, implement, schedule, and evaluate aquatic programs, including Learn-to-Swim classes, certifications, and special events. Monitor participation trends and staffing capacity and recommends program adjustments to meet community demand while maintaining safety and regulatory compliance.

Maintain WSI certification, First Aid and Lifeguard certification, CPR-PR and AED certification. Maintain Lifeguard Instructor certification.

Maintain CPO certification.

Position Requirements

MINIMUM QUALIFICATIONS:

1.High school diploma or equivalent. Three (3) years of progressively responsible experience in commercial/ municipal aquatics facility operation with one (1) year as a lifeguard/water safety instructor and one year of previous supervisory experience.

2.Must possess and maintain certification in Water Safety Instructor, Standard First Aid, Lifeguarding/, CPR-PR, and AED as recognized by the American Red Cross (or equivalent). (COPIES OF CERTIFICATIONS MUST BE SUBMITTED WITH APPLICATION)

3.Lifeguard Instructor Certification required within 180 days of hire and must be maintained.  Previous Lifeguard Instruction experience preferred.

4.Must have a current Certified Pool Operator Certificate. At least 6 months of experience balancing pool water preferred.

5.PREFERRED: Possess Lifeguard Instructor Trainer and Water Safety Instructor Trainer Certifications.

6.Must have and be able to maintain a valid driver’s license. Must meet insurance standards and maintain insurability under the Borough's insurance program. If personal automobile is used for Borough business, proof of automobile insurance at statutory limits must be provided. (A CURRENT COPY OF DRIVING RECORD WILL BE REQUIRED UPON REQUEST.)

KNOWLEDGE, SKILLS, AND ABILITIES

1.Advanced knowledge of aquatic facility operations, water chemistry, and life-safety protocols.

2.Ability to exercise sound judgment under emergency and high-stress conditions.

3.Knowledge of DEC swimming pool regulations and public-health compliance requirements.

4.Ability to manage public interactions involving complaints, enforcement of rules, and emergency situations.

5.Ability to supervise, train, and evaluate staff in a safety-critical environment

6.Ability to wear a respirator and pass a physical.

7.Basic computer skills to include Word, Excel, email and other MS Office programs.

OTHER

1.    A PROFICIENCY TEST MAY BE ADMINISTERED.

2.    This position requires a criminal background investigation and fingerprinting.

WORK ENVIRONMENT:

A recreational facility with pleasant environment; good, clean conditions with minor accident/hazard probability; somewhat disagreeable conditions with occasional heat and humidity, up to ½ is spent standing or walking; requires short periods of heavy lifting, pushing or pulling (50+ lbs.).

This position falls under the Borough’s Blood Borne Pathogen (BBP) Exposure Control Program as it is reasonably anticipated that infrequent exposure to blood or other bodily fluids may occur while performing some job duties.
