What You Will Be Doing:

The Environmental Program Specialist 3

(Tanks & Spill Response Specialist)

supports the Alaska Army National Guard (AKARNG) by leading environmental compliance and conservation programs, with a focus on water resources, tanks, and spill response. The position serves as a subject matter expert responsible for planning, designing, documenting, and managing environmental projects and contracts.

Working within the Environmental Section and coordinating with the DMVA Facilities Management Office (FMO) and AKARNG operations, the role ensures regulatory compliance, effective project management, and well-organized environmental records. This position is well suited for an environmental professional interested in resource management, regulatory compliance, and environmental stewardship in a mission-focused setting.

We accomplish this through staff training, soldier engagement, compliance site visits, and providing timely and accurate regulatory guidance. : Knowledge of the concepts, principles, theories, and methods to protect and improve the quality of the environment and its resources; and to monitor, control, abate, and prevent pollutants.

Technical Expertise

: Effectively applies technical knowledge to solve a range of problems; develops technical solutions to new or highly complex problems that cannot be solved using existing methods or approaches; is sought out as an expert to provide advice or solutions in the technical area.

Program Oversight

: Plans, coordinates, and monitors programs to ensure that federal, state, and/or local government program requirements and plans are met, providing professional consultation on the specialized services of the program or associated project(s).

Analytical Thinking/Problem Solving

: Uses a logical, systematic, sequential approach to address problems or opportunities or manage a situation by drawing on one’s knowledge and experience base and calling on other references and resources as necessary.

Incident Management:

Knowledge of the tactics, technologies, principles, and processes to protect, analyze, prioritize, and handle incidents.

The successful applicants must pass a federal background check in order to qualify for military base access, which is required with this position's work location on base. The background check investigation may include fingerprinting. All job offers are conditional pending successful completion of the federal background check investigation and issuance of a Defense Biometrics Identification System (DBIDS) card allowing base access. Also, you must be able to maintain base access throughout your employment. If using a private vehicle this will require a valid Alaska Driver License, proof of vehicle insurance, and a valid State of Alaska vehicle registration.

State employees are guests at Joint Base Elmendorf-Richardson; clearance and access are not within the State's control.

Minimum Qualifications

Any combination of education and/or experience that provides the applicant with the following competencies

Scientific Research - Knowledge of the concepts, principles, and theories of scientific principles related to environmental, ecological, biological, or physical science and the methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results.

Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance.

Decision Making - Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Equivalent to those typically gained by:

A bachelor's degree from an accredited college in an environmental, physical, biological, or natural science; engineering; planning; or natural resources.

AND

Professional experience developing knowledge and skills in environmental regulations, pollution control, environmental damage recovery, or programs to improve or protect environmental quality; or learning to evaluate the potential environmental and socio-economic impacts of construction projects; prepare environmental documentation; and determine, negotiate, and monitor permitted activities.
