Job Information

Open to any current Municipal employee within the Human Resources Department.

This is a non-represented position (no union affiliation) and is subject to the provisions of the Personnel Rules of the Municipality of Anchorage.

Monday to Friday, 8:00 am to 5:00 pm

LOCATION

: 632 W 6th Ave, 6th Floor - City Hall

Employees who are hired or rehired to any position shall be placed at the entrance pay step, and advancement from the entrance step to the maximum step within a pay grade shall be by successive steps.

Example of Duties

Under the general direction of the Chief Human Resources Officer, oversee, manage, plan, organize, direct and control the activities of the Employee & Labor Relations (ELR) Division of HR. Manages comprehensive Employee & Labor Relations services and ensures effective work coordination with unions and Municipal Departments. Provide daily oversight of the ELR staff through supervision and training to ensure fair and consistent application of federal, state, and municipal laws, codes, policies and procedures and collective bargaining agreements. Oversees and coordinates the investigative process for municipal departments to include providing feedback on investigations, fact finding, conducting investigations, reporting findings, and making recommendations and/or working with departments on administering disciplinary actions to represented and non-represented employees. Provides guidance, resolution, and oversight for complaints and/or grievances and takes appropriate corrective actions. Perform full range of management activities such as establishing goals, departmental performance measures, and developing policies and procedures. Provides training to Municipal managers and supervisors on the Collective Bargaining Agreements and Personnel Rules. Serves as the primary representative and liaison with the legal department on matters involving employee relations and related regulatory inquires. Develop, negotiate and administer Administrative Agreements in support of operational objectives. Other related duties as assigned.

High school diploma, GED, or equivalent

) years of which must have been in the specialty field(s) assigned and three (

) years at the supervisory level in the specialty field(s) assigned.

Associate’s degree in Human Resources or a related discipline

) years of professional human resources experience, five (

) years of which must have been in the specialty field(s) assigned and three (

) years at the supervisory level in the specialty field(s) assigned.

Bachelor’s degree in human resources or a related discipline

and

seven (

7

) years of professional human resources experience, five (

) years of which must have been in the specialty field(s) assigned and three (

) years at the supervisory level in the specialty field(s) assigned.

Valid State of Alaska Driver’s License and satisfactory Driving Record at time of hire.

Satisfactory background check which includes criminal, education, and employment history at time of hire.

If selected for hire, appointment in this position will be conditional based upon a satisfactory Municipal Employment Office conducted Background Check. A Background Check encompasses criminal history, verifying education, and verifying dates of employment.

If selected for hire, appointment in this position will be conditional based upon the submission of a current copy of the candidate's Alaska Driver's License, and a current (dated within 30 days from date requested) copy of his/her Department of Motor Vehicle driving record, including a driving record from previous states, if the Alaska Driver's License was first issued within one year prior to application, documenting an acceptable driving history. All required certifications and/or licenses must remain current for the duration of employment.

Military Service Interview Preference

Veterans who wish to be considered for interview preference, as permitted in Municipal Personnel Rules 3.30.031 D, must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs, recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.

Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference, as permitted in Municipal Personnel Rules 3.30.031 D, must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows the full name, date of birth, Social Security Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual’s command organization, and shows the name, signature, title, and contact information of the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
