What You Will Be Doing:

When you join DHS&EM, you will play a vital role in supporting communities affected by disasters. You will work with FEMA to ensure projects within the Hazard Mitigation Grant Program (HMGP) are properly submitted, awarded, and completed, while also managing all associated grant reporting activities. In addition, you will develop and deliver presentations on mitigation efforts at conferences and outreach events. During disaster response, you will be assigned to the State Emergency Operations Center (SEOC) to support coordination and operational efforts.

The successful applicants must pass a federal background check in order to qualify for military base access, which is required with this position's work location on base. The background check may include fingerprinting. All job offers are conditional pending successful completion of the federal background check and issuance of a Defense Biometrics Identification System (DBIDS) card allowing base access. Also, you must be able to maintain the clearance throughout your employment. If using a private vehicle this will require a valid Alaska Driver License, proof of vehicle insurance, and a valid State of Alaska vehicle registration.

In addition, in some cases employees must be able to obtain and maintain a Common Access Card (CAC). As part of the examination process, a background check investigation, including a criminal records check, will be conducted. Conviction of a crime will not automatically preclude appointment. The circumstances involved in the conviction will be considered.

Minimum Qualifications

One year of entry professional level experience mitigating against, preparing for, responding to, or recovering from emergencies, disasters, or terrorist events. The required experience is met by service as an Emergency Management Specialist 1 with the State of Alaska, or the equivalent elsewhere.

OR

Two years of entry professional level experience either creating contingency plans, conducting exercises to evaluate plans and training, responding to events creating civil disruption or environmental disturbance, or coordinating the recovery from such events.

OR

A bachelor's degree, in any field, from an accredited college;

AND

One year of entry professional level experience either creating contingency plans, conducting exercises to evaluate plans and training, responding to events creating civil disruption or environmental disturbance, or coordinating the recovery from such events.

Special Note:

A valid Alaska driver's license is required.

Some positions require the incumbent to obtain a federal security clearance.

Work may require periodic, 24-hour on-call duty and travel to remote locations in small aircraft and boats, and may involve exposure to inherently hazardous or potentially dangerous environmental conditions.

To qualify for this position, the incoming team member must be willing and able to occasionally travel to remote field sites using boats, small aircraft, and helicopters, and be prepared to work in varying weather conditions, in confined areas, and potentially be exposed to wildlife. Job Specific Requirements:

DMVA is housed on Joint Base Elmendorf-Richardson, a federal military installation. If the installation commander deems necessary, the incumbent may be required to pass security background check for an installation access permit. Adherence to installation regulations, special security guidelines, base protocol for Joint Base Elmendorf-Richardson a
