Basic Function
The incumbent performs a full range of technical and administrative duties of a complex nature. Work is performed under the general direction of the Public Works Director and is evaluated for management and supervisory performance, productivity and overall effectiveness. The incumbent will have technical and professional responsibility for supervising, interpreting, planning, scheduling, organizing, executing, and coordinating assignments as necessary to accomplish all Public Works projects and functions. Assist directing all activities of the Administration, Design and Construction, Solid Waste, Rural Services, and Facilities Maintenance Divisions. This is a highly visible position, both internally and externally and requires the ability to attend night meetings on a regular basis.

SCHEDULE:

Typical Duties
1. Makes recommendations and participates in the formulation and implementation of Department/Division administration, personnel, operations, policies, programs, and procedures. Ensures staff compliance with Borough policies and procedures. Coordinates Department wide staff training and safety programs.
2. Prepares and delivers public presentations and written reports on routine and special department activities.
3. Assumes managerial function of the Department in the absence of the Director.
4. Assigns and supervises workloads and schedules, gives direction to Department employees including, but not limited to, interviewing, selecting, training and cross-training, assigning work, directing, supervising, motivating, evaluating performance and disciplining subordinate staff in accordance with Borough policies and procedures.
5. Assists with developing and maintaining the Borough’s Capital Improvement Program and performing and coordinating condition inventory of Borough Facilities.
6. Responds to and resolves inquiries, concerns and complaints in a timely manner; explains borough ordinances, state statutes, and regulations to the general public and staff.
7. Recommends and develops changes or updates to Department standards and procedures.
8. Develops recommendations for areas of concern within the Department where technical or professional procedures are lacking which may affect the overall performance of the department.
9. Assists in the development of the annual operating budget for the Department. Monitors expenditures; recommends budget changes and capital projects as necessary.
10. Monitors and reviews state and federal legislation to determine impact on Department programs and operations.
11. Develops and administers contracts and other agreements related to Department operations and programs.
12. Develops effective public interface for Department, including website, inquiries, responses, project tracking, volunteer opportunities, and other general or specific Department / Division information beneficial to the public.
13. Oversees the Borough's compliance program including the MS4 permit, levee maintenance, compliance projects, and AHERA program.
14. This position may act as Architect/Engineer for Borough projects.
Position Requirements
MINIMUM QUALIFICATIONS:
1. Professional registration as an architect or engineer and the ability to become registered in the State of Alaska within six months of hire is required.
2. A four (4) or five (5) year degree in architecture or engineering from an ECPD, ABET or NCARB accredited college.
3. Eight (8) years of variable experience as a professional in the planning, design and development of projects ofwhich four (4) years should involve direct supervision of large projects at a division or department level managing several team or project leaders.
4. Minimum of four (4) years recent supervision experience. Ability to supervise, train, direct work, coach, and evaluate Department staff. Management experience in a collective bargaining context preferred.
5. Demonstrated knowledge of project management such as budget documentation, inspection, project requirements, RFP development, contract specifications development, and bid analysis. Experience developing and managing operating budgets.
6. Demonstrated familiarity with personal computers and experience with Microsoft windows based word processing, spreadsheet, and database software (MS Office Products) and experience with AutoCAD is required.
7. Must have and be able to maintain a valid driver’s license. Must meet insurance standards and maintain insurability under the Borough’s insurance program. If personal automobile is used for Borough business, proof of automobile insurance at statutory limits must be provided.(A COPY OF DRIVING RECORD WILL BE REQUIRED UPON REQUEST)
KNOWLEDGE, SKILLS, AND ABILITIES
1. Ability to perform mathematical computations relevant to architecture and engineering, a demonstrated drafting capability required of the profession and the capability of clear oral expression and comprehensive report writing.
2. Demonstrated ability to establish and maintain effective working relationships with management, co-workers, federal and state officials, public and private groups. Ability to deal effectively with complaints.
3. Demonstrated integrity and, leadership. Must be capable of functioning with very little direction, use independent judgment, and perform work in an organized and professional manner.

ENVIRONMENT:
General office where conditions are pleasant; while in the field, there is minor accident/hazard risk and disagreeable conditions on a somewhat continuous basis; requires short periods of light lifting, pushing or pulling (1-25lbs).
