This position receives a 4% increase to the base hourly pay rate for the bilingual requirement, per the TOTEM/ASD agreement.

Job Summary

The Migrant Education Recruiter performs a variety of clerical work related to the identification, recruitment, enrollment of eligible migratory children and out of school youth in accordance with Migrant Education School recruitment plans. The position has a retirement association with the Public Employees' Retirement System (PERS).

Job Requirements

The following are required:

A high school diploma or equivalent, or current enrollment in a GED program.

Two years of general clerical experience. Including word processing, filing, and working with a database. Equivalent education may be considered in lieu of related work experience.

A valid Alaska driver's license, ASD-required vehicle insurance, and ability to use personal vehicle for department business.

Bilingual competency in English and another language relevant to Anchorage's migrant communities.

The following are preferred:

Knowledge of Migrant Education Recruitment practices.

Ability to operate common office equipment and proficient in computer use, both Macintosh and Windows, with experience in a variety of programs and applications including word processing, databases, and spreadsheets.

Ability to identify problems, solve problems and address requests from the public with independent judgement, speed, accuracy and follow through.

Utilize excellent telephone and reception skills.

Ability to plan, lay out, and conduct clerical operations requiring effective accountability and alignment to policy and procedures.

Ability to adjust hours to work evening and weekends on occasion.

Essential Job Functions

Accurately prepares, processes and follows up on Migrant Education Program eligibility requests.

Identifies eligible migratory students, accurately completes certificate of eligibility, understands and applies Migrant Education regulations.

Recruits new and returning Migrant eligible students and assists with determining if qualifying factors were met.

Conducts school visits, home visits, and attends community events to actively recruit new and returning students and provide program information.

Develops and maintains files and records for Migrant families in accordance with departmental policies and procedures.

Works collaboratively with Recruiting team and other members of the Migrant Education staff.

Assists ASD staff, parents, students, administrators and the general public in regards to Migrant Education

Work efforts demonstrate effective communication and customer service skills.

Maintains confidentiality and inspires confidence and cooperation of staff, parents, students, administrators, and the public.

Establishes and maintains effective working relationships with staff, parents, students, administrators, and the public.

Work efforts demonstrate effective interpretation, communication and application of rules, regulations, laws, policies and procedures.

Physical /Mental Demands

The physical demands of this job require frequent standing, walking, sitting, speaking and hearing. Specific visual abilities are also required. The employee is regularly required to reach with his/her hands and arms and occasionally lift items weighing less than 40 lbs. Additionally, the employee must be able to understand vague and implicit instructions, be able to readily recall facts and details, handle conflict and make effective decisions under pressure. The employee must have the ability to effectively manage the stress of working with students, parents, and other employees representing diverse cultures, personalities, and work styles in a dynamic work environment.

Work Environment

Work is performed in a professional environment with a wide variety of individuals having differing functions, personalities and abilities, including working with diverse groups of people in a variety of different settings.

While performing the duties of this job the employee may be regularly exposed to a video display. The employee may be exposed to outdoor weather conditions. The noise level in the work environment is usually moderate.
