Position Summary:

Under general direction of the ANMC Chief Executive, the Chief Operating Officer (COO) will be responsible for ANMC’s daily operations, structure, and policies. The position will initiate and implement programs to ensure the attainment of operational goals and alignment with ANTHC’s strategic goals.

Position Responsibilities:

Oversees ANMC day-to-day operations and provides leadership, management, and vision to ensure the business has effective people, operational controls, and administrative and reporting procedures in place.

Translates strategy into actionable goals for performance and growth, helping to implement organization-wide goal setting, performance management, and annual operations planning.

Ensure quality and continuity of ANMC services, including design and improvement of key processes; day-to-day management of operational performance that aligns with the organization’s strategic initiatives and objectives.

Develop and maintain an organizational culture based on ANMC’s established vision and mission, and compliant with applicable state and federal requirements and accreditation standards.

Identify key processes and service levels to ensure responsive health system improvements in coordination with internal ANMC stakeholders and Tribal Health Organizations to provide the best experience for customers, families, and communities.

Maintain the ability to lead in complex, changing, and ambiguous environments. Enable the process of change, adapts to evolving conditions and work assignments, sets priorities and manages multiple assignments and tasks when confronted with changes, ambiguity, adversity, and other pressures.

Applies critical financial concepts and practices to establish and maintain realistic budgets, monitors variances and respond to changes timely.

Effectively helps grow ANMC and subsidiaries and ensures financial strength and operating efficiency.

Ensure timely and appropriate reporting on operational issues throughout the organization.

Assess and quantify risks, take measures to eliminate, mitigate, monitor, and control risks. Adhere to company, federal, state, and local business requirements, enforcing compliance and taking action when necessary.

Effective in the recruitment, selection, development, and retention of competent staff members. Cultivates and provides opportunities for rising talent within the organization.

Provides day-to-day leadership and supervision, develops goals and priorities in conjunction with Direct Reports, and assigns tasks and projects. Develop staff skills and training plans. Counsels, trains, coaches and mentors staff. Implements corrective actions and conducts performance evaluations.

Maintains a productive climate and confidently motivates, mobilizes, and coaches employees, building a highly inclusive culture ensuring team members thrive and meet organizational outcomes.

Fosters an accountable, success-oriented environment.

Listens, writes, and speaks effectively, and positively relates and interacts with co-workers and others.

Performs other duties as assigned.

KNOWLEDGE and SKILLS

Knowledge of Alaska Tribal Health System, ANTHC, and Alaska Native culture(s) and politics.

Understanding of Alaska Native people and cultures and ability to interact with Alaska Native people and Alaska Native Tribes and Tribal organizations with cultural awareness, sensitivity, and respect.

Knowledge of applicable federal, state, Tribal and local regulations and requirements.

Skill in strategic and operational planning and implementation.

Skill in advanced decision-making and analysis – ability to draw on information and broad knowledge to make timely and logical decisions that provide practical and innovative solutions.

Skill in effectively advising and communicating with executive leadership and governance.

Skill in developing and monitoring indicators of organizational culture and engaging employees and senior leadership to not only create organizational changes but to inspire the organization at all levels to embrace change.

Demonstrates high intellectual capacity, sound professional judgment and discretion to lead in complex, changing, and ambiguous environments. Displays advanced decision-making and analysis skills - draws information and broad knowledge to make timely and logical decisions that provide practical solutions.

Skill in developing open, considerate, effective and productive working relationships with internal and external contacts throughout the Alaska Tribal Health System.

Skill in responding appropriately and competently to the demands of work challenges when confronted with changes, ambiguity, adversity, and other pressures.

MINIMUM EDUCATION QUALIFICATION

Master’s Degree in Health Management, Public Administration, Public Policy, Public Affairs, Public Health, Psychology, Communications, Healthcare Administration, Business, Political Science, or other health-related field. Progressively responsible professional work-related experience, education, or training may be substituted on a year-for-year basis for post bachelor’s education.

MINIMUM EXPERIENCE QUALIFICATION

Non-supervisory

– At least ten (10) years of progressively responsible healthcare operations experience within a complex tertiary care medical center or integrated health system. This experience must include direct accountability for hospital-based services such as inpatient operations, surgical and procedural services, emergency services, diagnostic and ancillary departments, facilities management, and capital infrastructure. Demonstrated responsibility for large scale operating budgets, regulatory and accreditation readiness, throughput and capacity management, and enterprise level operational performance improvement is required. Experience serving rural or geographically remote populations and working within mission driven, public sector or tribal health systems is strongly preferred.
