Job Summary

This position assists in the provision of legal services to the Borough Assembly, the Borough Manager, and all Borough departments, as well as assistance to the Borough Attorney.

Work is performed and duties are carried out in accordance with established policies, procedures, and Borough core values: Accountability, Customer Focus, Dedication, Integrity, Responsiveness and Teamwork.

This is a non-bargaining unit executive position.

Pay Grade

T1 - T5 - DOE

Minimum Requirements

Graduation from law school.

Two years of experience practicing law.

Current membership in the State of Alaska Bar Association, or ability to obtain membership by reciprocity within six (6) months of hire.

Possession of, or ability to obtain within six (6) months of hire, a valid driver’s license issued by the State of Alaska for the type of vehicle or equipment operated.

Must successfully pass a pre-employment background check.

Completion of Incident Command System (ICS) courses, ICS 100 and IS 700 within ninety days of hire and ICS 200 and IS 800 within one (1) year of hire.

Individuals who do not possess the minimum qualification listed above may be considered and/or hired at the established training rate.

Duties/Responsibilities

Advises Borough officials, Borough employees, and duly-constituted boards and commissions on Borough legal issues.

Represents the Borough before courts in civil and criminal matters and before administrative bodies; tries cases and appears in court, as needed; interviews witnesses and conducts investigations of fact for various cases and matters.

Confers with Borough officials and employees on various Borough legal matters; participates on behalf of the Borough in employment issues, land contracts, agreements, disputes, and other negotiations.

Drafts, directs the preparation of, and reviews ordinances, resolutions, contracts, licenses, deeds, legal documents, and legal reports for the Borough.

Provides training for Borough employees and board members; prepares and provides presentations on legal topics; discusses legal topic with staff.

Performs related duties, as assigned.
