Job Description

Our centralized team supports the entire Department by developing and maintaining a range of systems, including internal and public-facing solutions. We handle licensing and case management systems, centralized eCommerce and document management platforms, and a content management system for the Department’s website.

The incumbent will:

Create, maintain, and improve software and relational data.

Test software using systematic methods.

Manage software documentation.

Collaborate with stakeholders to solve information management problems.

Develop reports and database queries.

Support software development operations.

The Department of Commerce, Community and Economic Development plays an important role in Alaska’s economy and Alaskans’ daily life. We help local governments in rural and urban Alaska provide basic services to communities. The department licenses businesses, banks, the insurance industry, and more than one hundred professions to protect consumers.

Our centralized administrative support includes accounting, fiscal management, budget development, human resources, procurement, property control, contract and federal grants administration, information technology services.

The working environment you can expect:

Our offices are located on the 9th Floor of the State of Building in Juneau and multiple floors of the Atwood Building in downtown Anchorage. The position is also approved to be primarily telework if preferred.

While telework is an option, the incumbent must be in or around the Juneau or Anchorage areas and be able to make trips into the office when necessary.

Software Development:

Knowledge of the principles, methods, and tools for designing, developing, and testing software in a given environment.

Web Technology:

Knowledge of the principles and methods of web technologies, tools, and delivery systems, including web security, privacy policy practices, and user interface issues.

Application Developer 1:

Any combination of education and/or experience that provides the applicant with competencies in:

Analytical Thinking/Problem Solving:

Uses a logical, systematic, sequential approach to address problems or opportunities or manage a situation by drawing on one’s knowledge and experience base and calling on other references and resources as necessary.

Computers and Electronics:

Knowledge of electric circuit boards, processors, chips, and computer hardware and software, including applications and programming.

Continual Learning:

Assesses and recognizes own strengths and weaknesses; pursues self-development.

Equivalent to those typically gained by:

Training in computer programming or system analysis and/or experience using a computer for analysis (including experience in the use of computer reporting languages); providing software/hardware installation, troubleshooting, maintenance, and support to end-users; and/or direct computer programming.

Application Developer 2:

Any combination of education and/or experience that provides the applicant with competencies in:

Computer Languages:

Knowledge of computer languages and their applications to enable a system to perform specific functions and skill in designing, writing, testing, debugging, troubleshooting, and maintaining the source code of computer programs.

Equivalent to those typically gained by:

Training in computer programming or system analysis and/or experience writing, testing, debugging, troubleshooting, or maintaining a computer program’s source code.

Application Developer 3:

Any combination of education and/or experience that provides the applicant with competencies in:

Adaptability:

Adjusts planned work by gathering relevant information and applying critical thinking to address multiple demand and competing priorities in a changing environment.

Computer Languages:

Knowledge of computer languages and their applications to enable a system to perform specific functions and skill in designing, writing, testing, debugging, troubleshooting, and maintaining the source code of computer programs.

Customer/Quality Focus:

Anticipates, monitors, and meets the needs of customers and responds to them in an effective, appropriate manner. Demonstrates commitment to identifying customers’ apparent and underlying needs and continually seeks to provide the highest quality service and product to all customers.

Equivalent to those typically gained by:

Training in computer programming or system analysis and/or progressively responsible professional experience developing, testing, troubleshooting, or maintaining computer applications.

FLEXIBLY STAFFED

This position is flexibly staffed. It may be filled at the Analyst Programmer 1, Analyst Programmer 2, Analyst Programmer 3 or Analyst Programmer 4 level, depending on the applicant's training and/or experience. The full range of salaries is listed above. Starting salary will be determined by the level the position is hired at. If filled at a lower level, promotion to the higher level will occur upon successful completion of the probationary period and required training, as well as the applicant meeting the minimum qualifications of the higher job class.
