What you will be doing:

As a Right-of-Way Assistant/Right-of-Way Agent 1/2, you will support the management and protection of the State's highway right-of-way by assisting with permit processing, field inspections, property research, and administrative activities that support the Right-of-Way team. Under the direction of the Property Management Supervisor, this position participates in a wide variety of Right-of-Way (ROW) duties supporting the ROW Property Management Program. The majority of duties are property management related, with additional responsibilities providing ROW-specific administrative support for the entire ROW team.

As a Right-of-Way Assistant, you will:

Provide administrative support for the ROW team and Property Management Program.

Assist with processing applications for public use of highway right-of-way, including highway events such as runs, walks, and parades, and traffic control activities on state roadways.

Help maintain right-of-way records, maps, files, and property documentation.

Research and compile information related to right-of-way ownership, permits, and property records.

Assist with field inspections and collect photographs and field information related to driveways, utility work, encroachments, and other right-of-way activities.

Learn and apply state and federal laws, regulations, and policies related to right-of-way and property management activities.

Work with members of the public, other DOT sections, and partner agencies to answer questions and coordinate activities within the highway right-of-way.

As you progress to the Right-of-Way Agent I level, you will:

Independently process applications for public use of highway right-of-way, including highway events and traffic control activities.

Utilize right-of-way maps and records to determine property boundaries and right-of-way widths at specific locations.

Conduct field inspections to document encroachments, post abandoned vehicles, and gather information related to driveways and utility work.

Coordinate directly with the public, local governments, and other State agencies regarding right-of-way use and permit requirements.

Apply state and federal laws, regulations, and policies to right-of-way and property management decisions.

As you progress to the Right-of-Way Agent II level, you will take on additional responsibilities including:

Reviewing and processing permits for driveways, approach roads, encroachments, beautification projects, and various sign programs.

Assisting with right-of-way acquisition and property disposal transactions.

Supporting the management of properties acquired for highway projects, including buildings and vacant land.

Researching right-of-way ownership, land title information, and property records.

Assisting with appraisal review activities and the acquisition, management, relinquishment, and disposal of material sites.

Independently coordinating with the public, local governments, State and Federal agencies, utilities, and other stakeholders on right-of-way and property management matters.

Managing increasingly complex right-of-way and property management issues with greater independence and decision-making authority.

Property Management works to keep the highway right of ways clear of unpermitted encroachments in order to preserve the integrity of the State’s federally funded highway system. Employees in Property Management research property ownership, monitor highway use, negotiate the removal of unpermitted encroachments, and permit allowable activities in department managed right of ways. Right of Way Agents manage/obtain material sources and help ensure fair market value determinations are made. The work requires good verbal and written communication skills as well as conflict resolution skills.

The working environment you can expect:

The position’s day-to-day activities would take place in the McKinley Building, a temperature-controlled office building located off of Peger Road in

Fairbanks, Alaska

. There would be occasional trips into the field, that may include rural/remote locations where work conditions vary. The Fairbanks North Star Borough has a population of approximately 100,000. The area is well known for outdoor activities such as dog mushing, cross-country skiing, snowmachining, boating, hiking, hunting, fishing, and watching the northern lights
