Job Description

The Department of Revenue, Tax Division is recruiting for a Revenue Appeals Officer 1/2 in Anchorage!

At this time, this position is only open to current Department of Revenue employees.

What You Will Be Doing:

Review taxpayer appeals by examining the facts, understanding the issues, and applying Alaska tax statutes and regulations to determine the correct outcome.

Meet with taxpayers in informal conferences, communicate clearly about tax laws and procedures, and work collaboratively with coworkers and the Department of Law to resolve appeal issues.

Research tax and legal questions and write clear, well-organized informal conference decisions that explain how the law applies to each case.

Calculate accurate tax, penalty, and interest adjustments based on the outcome of the informal conference and enter any corrections into the Tax Division’s system.

Work as part of a team with the Department of Law to prepare cases for formal hearings and higher-level appeals, helping present the Department’s position in a professional and well-supported manner.

We have a strong preference for candidates with prior experience applying statutes or regulations, conducting legal or tax research, analyzing financial or audit documentation, and writing decisions or reports, who can step into the role with minimal training and begin handling cases independently.

Mission and Values/Culture:

The Tax Division’s mission is to collect taxes, inform stakeholders, and regulate charitable gaming. The Appeals group within the Tax Division impartially reviews taxpayer appeals of assessments for all tax types administered by the Tax Division including charitable gaming. Revenue Appeals Officers are exposed to a wide variety of issues in all of the tax types administered by the Department of Revenue.

The Appeals group offers a flexible work schedule, including “alternative work week” schedules that allow employees to have every other Friday off and the potential for a hybrid telework schedule. The vacancy may be filled at either the RAO 1 or 2 level depending on the applicant’s work experience and qualifications. The RAO 1 level has the potential for promotion without the need to reapply for the RAO 2 position based on meeting specific experience, knowledge, and benchmark criteria.

The State of Alaska offers a 37.5- hour work week, health insurance, retirement benefits, leave accrual, regular (annual or biannual) step/pay increases, and union negotiated cost of living increases.

The Working Environment You Can Expect:

This position is on the 5th floor of the Atwood building in Anchorage, Alaska. All desks can be raised to work standing up. The Appeals group is currently a small team of three employees.

Minimum Qualifications

Revenue Appeals Officer 1

A bachelor’s degree from an accredited college in accounting, finance, or business that includes at least 18 semester hours (27 quarter hours) in accounting, auditing, or tax. Three semester hours (four quarter hours) in business law or statistical sampling may apply toward the required credit hours.

AND

Two years of journey level professional experience in auditing, public accounting and/or legal tax experience. The required experience includes work such as Oil and Gas Revenue Auditor 3, Corporate Income Tax Auditor 3, or Tax Auditor 4 with the State of Alaska or the equivalent with another employer.

Substitution:

A juris doctor degree from an accredited law school.

OR

A master’s degree from an accredited college or university in taxation.

Revenue Appeals Officer 2

A bachelor's degree from an accredited college in accounting, finance, or business that includes at least 18 semester hours (27 quarter hours) in accounting, auditing or tax courses. Three semester hours (four quarter hours) of business law or statistical sampling may apply toward the required credit hours.

AND EITHER

Two years of journey level professional experience conducting informal conferences and issuing written informal conference decisions for progressively responsible appeal cases with at least three appealed issues and working with formal appeal cases. This experience is met by service as a Revenue Appeals Officer 1 with the State of Alaska or the equivalent with another employer.

OR

Three years of advanced professional level experience in auditing, public accounting and/or legal tax experience. The required experience includes work such as Oil and Gas Revenue Auditor 4 or a Corporate Income Tax Auditor 4 with the State of Alaska or the equivalent with another employer.

OR

Substitution:

A juris doctor degree from an accredited law school.

AND

Two years of advanced professional level experience in auditing, public accounting and/or legal tax experience. The required experience includes work such as Oil and Gas Auditor 4 or a Corporate Income Tax Auditor 4.

“Progressively responsible” means indicating growth and/or advancement in complexity, difficulty, or level of responsibility.
