What You Will Be Doing

The Regulatory Affairs & Public Advocacy Section (RAPA) is a team of non-attorney expert analysts and attorneys who represent the public interest when utilities or certain pipelines request changes to their rates or services. RAPA also provides comments and insights on utility- or pipeline-related issues when policymakers consider new or revised statutes and regulations.

The Public Advocate Utility Analyst 1 position represents the public interest on behalf of the Attorney General by serving as an expert witness in complex—and sometimes precedent-setting—regulated utility and pipeline carrier cases. This work includes preparing written and oral testimony and appearing as an expert witness in hearings before the Regulatory Commission of Alaska (RCA), as well as in legal depositions and other related proceedings.

Drawing on expert knowledge in accounting/finance, economics, or engineering, this position applies professional training and experience—as well as an understanding of utility and pipeline carrier business practices—to analyze and develop regulatory policy. The analyst develops and defends policy recommendations and rate-setting positions that align with and protect the public interest.
