# Procurement Specialist

Basic Function

Responsible and accountable for the formal competitive procurement process, in accordance with borough ordinances, policy and procedures, state and federal laws and regulations.

Typical Duties

1. Provide procurement expertise to departments in developing formal competitive procurement documents based upon department-determined requirements and General Services developed document templates. Guide departments in developing standard specifications, funding sources, grant requirements (if applicable), schedules, bond requirements, and contractual requirements. Develop complex bid and cost schedules. Refine documents to provide clarity, consistency, effectiveness, compliance with relevant policy, ordinance, regulation, and law, and sound procurement practices.

2. Conduct the formal procurement process to include development of bidders’/proposers’ lists to ensure broad dissemination, publication of legal advertisements, and distribution of documents. Serve as contact person with bidders/proposers for questions and clarifications. Determine need for and issue necessary amendments. Provide procurement administration of pre-bid/pre-proposal conferences, bid openings, proposal closing and evaluation committee processes.

3. Conduct the formal bid opening process to include accurate and timely recording of bids and determination of responsive bidders. Work with relevant department to determine low, responsive, responsible bidders. Conduct vendor evaluations and reference checks.

4. Manage the complex proposal closing process to include accurate and timely recording of proposal receipt, determination of administratively responsive proposers, and management of the evaluation committee process to determine successful proposer. Coordinate evaluation process which may include vendor demonstrations, oral interviews, and further follow-up. Notify and debrief unsuccessful proposers. Calculate cost proposals by applying weighted criteria; compose best and final offer criteria.

5. Prepare formal procurement correspondence and related documents, pre-bid/proposal conference minutes, public notices, award recommendations, etc. Advise departments on the application of Title 16 of the Borough Code of Ordinances, state and/or federal procurement requirements, and sound procurement principles and practices.

6. Provide information and assistance to all departments, vendors, contractors and the general public regarding all aspects of the borough’s formal procurement processes. Maintain formal solicitation web page.

7. After procurement award, prepare contract documents. Work with vendors and internal Borough departments (Legal, Risk, etc.) to finalize contract terms.

8. Maintain complete and organized files for all formal procurements to provide an accurate record of all activity related to bid/proposal development, procurement process, and contract execution.

9. Work cooperatively within department to provide overall office support and assist with special complex projects.

Position Requirements

MINIMUM QUALIFICATIONS:

1. High school diploma or equivalent and four years of progressively responsible experience involving purchasing, materials management, or related field. Two years of college level credits or a two-year degree, in a related field, may be substituted for two years of the required experience.

2. Must have and be able to maintain a valid driver’s license. Must meet insurance standards and maintain insurability under the Borough's insurance program. If personal automobile is used for Borough business, proof of automobile insurance at statutory limits must be provided. (A CURRENT COPY OF DRIVING RECORD WILL BE REQUIRED UPON REQUEST)

3. Experience in procurement practices, procedures, and techniques such as specification development, issuing and awarding solicitations and amendments, and processing purchase orders required. Procurement experience in the public sector is preferred. Should have basic understanding of procurement terms and common best practices.

4. Minimum of one year of government procurement training is preferred. Certified training from the National Institute of Governmental Purchasing (NIGP) is desired. Certified Public Purchasing Buyer (CPPB) certification is preferred.

5. Proficient in use of Microsoft Word, Excel, and Outlook; ability to generate complex PDF files for use on web; use of Internet for research and communication tools. Prefer experience with MS Access or other database software.

KNOWELDGE, SKILLS, AND ABILITIES

1. Demonstrated ability to use independent judgment in applying local, state and federal law and regulation, contract and grant requirements, procurement practices and principles to the administration of procurement processes is required. Identify problems, analyze alternatives, and develop viable recommendations.

2. Demonstrated ability to organize and manage high volume workload and manage multiple projects in a stressful environment and under tight timelines. Exercise good judgment in safeguarding confidential or sensitive documents and information.

3. Demonstrated ability to create professional quality documents which are accurate, use correct grammar, punctuation, and syntax. Accuracy required in calculation, coding, and adherence to policies and procedures.

4. Demonstrated ability to establish and maintain effective professional working relationships with management, co-workers, and the general public. Ability to work effectively in a team environment or individually. Ability to stay self-motivated and maintain a positive attitude.

OTHER

1. A PROFICIENCY TEST MAY BE ADMINISTERED.

2. Must pass a criminal background check.

Additional Information

JOB CONTACTS:

Continuous contact with employees at all levels of the Borough. Continuous public contact, sometimes with people who have adverse interests. Frequent contacts with outside agencies, vendors and contractors, and other government agencies.

JOB RESPONSIBILITY:

Does not supervise; experiences minor problems daily and occasional major ones that must be resolved on own initiative with little immediate supervision; the consequences of error, carelessness or mistaken judgment require serious effort to recover.

WORK ENVIRONMENT:

General office where conditions are pleasant; good conditions, clean area; work where accidents/hazards are negligible with minor accident probability when driving; required to visit outdoor locations for site visits in all weather conditions, requires moderate periods of walking/standing, requires short periods of light lifting, pushing or pulling (1-25 lbs).
