Job Description

THIS RECRUITMENT IS FOR DEPARTMENT OF ENVIRONMENTAL CONSERVATION EMPLOYEES ONLY

This position is being recruited for in Anchorage, Soldotna, Wasilla, Fairbanks, or Juneau.

Pay will be determined based on

location

of selected individual.

Anchorage, Soldotna, Wasilla salary: $3,623.20

Fairbanks salary: $3,732.00

Juneau salary: $3,804.00

What you will be doing:

In this role you will lead and manage construction related procurement activities for the Village Safe Water Program (VSW), including formal and informal procurements, professional services agreements, contract awards, and contract management, while ensuring procurement actions comply with state and federal requirements, department policies, the Village Safe Water Act, and the State Procurement Code.

This position supervises procurement staff, provides guidance on procurement strategy, and serves as a key resource for complex contracting questions, disputes, and negotiations. You will work closely with project teams and executive leadership to support consistent, timely, and well-documented procurement actions for water infrastructure projects.

The physical location of this position will be in either Juneau, Anchorage, Fairbanks, Wasilla, or Soldotna, with telework options available for those who qualify. We are looking for a candidate that has experience in the following areas:

Contracting/Procurement/Property Control:

Knowledge of various types of contracts, techniques, or requirements for contracting or procurement, contract negotiation and administration; procedures for routine and non-routine purchases; practices and methods used for property control activities, including acquisition, storage, accounting, and controlled property excess.

Decision Making:

Makes sound, well-informed, and objective decisions; perceives the impact and implications of decisions; commits to action, even in uncertain situations, to accomplish organizational goals; causes change.

Influencing/Negotiating:

Persuades others to accept recommendations, cooperate, or change their behavior; works with others towards an agreement; negotiates to find mutually acceptable solutions.

Managing Human Resources:

Plans, distributes, coordinates, and monitors work assignments of others; evaluates work performance and provides feedback to others on their performance; ensures that staff are appropriately selected, utilized, and developed, and that they are treated in a fair and equitable manner.

Technical Credibility:

Understands and appropriately applies principles, procedures, requirements, regulations, and policies related to specialized expertise.

Special Notice:

Level 3 Procurement Certification from the State of Alaska, Office of Procurement and Property Management is required for this position. Certification upon hire is preferred or must be obtained within 3 months of hire.

Equivalent to those typically gained by:

Any combination of preparatory post-secondary education and/or progressively responsible professional level experience in business administration, logistics, supply chain management, project management, or a related field performing property control, purchasing, contract administration, writing or approving solicitations, explaining contracting requirements, developing or approving product specifications or, developing or approving a scope of work for professional services.

Special Note:

“Competencies” means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation.

“Typically gained by” means the prevalent, usual method of gaining the competencies expected for entry into the job.
