Job Summary

This position is responsible for administering a variety of human resources programs and functions, and for providing a variety of human resources services to Borough employees, supervisors, and managers.

Work is performed and duties are carried out in accordance with established policies, procedures, and Borough core values: Accountability, Customer Focus, Dedication, Integrity, Responsiveness and Teamwork.

This is a non-bargaining unit confidential position.

Candidate hired will be offered the position (Human Resources Specialist (RFT)/Human Resources Generalist (RFT-Exempt)) that is commensurate with their experience and education. Candidates hired will be placed in the pay grade (L or N) commensurate with the position for which they were hired. L Grade currently starting at $32.44hr. N Grade currently starting at $35.80 hr. (74,472.32 Annual).

Experience working with first responders, public safety agencies, or emergency service organizations is desired.

Minimum Requirements

Human Resources Specialist:

High School diploma or equivalent. Relevant post-secondary education or specialized training that provides the knowledge and skills necessary to perform the essential functions of the position may be substituted for experience on a year-for-year basis.

Five (5) years of progressively responsible, relevant experience, sufficient to understand the major duties of the position, and to be able to answer questions and resolve problems.

Possession of a valid driver’s license issued by the State of Alaska for the type of vehicle or equipment operated.

Completion of Incident Command System (ICS) courses, ICS 100 and IS 700, within ninety (90) days of hire.

Must successfully pass a pre-employment background check.

Human Resources Generalist:

High school diploma, or equivalent. Relevant post-secondary education or specialized training that provides the knowledge and skills necessary to perform the essential functions of the position may be substituted for experience on a year-for-year basis.

Seven (7) years of progressively responsible experience in the occupational field, sufficient to understand the major duties of the position, and to be able to answer questions and resolve problems.

Relevant professional work includes: research, analytical thinking, data collection and analysis, report preparation, mathematical calculations, policy review and development, drafting correspondence and technical reports, and interpreting regulations, policies, and procedures. Experience should also include creating, editing, and presenting information in a variety of formats, including written reports, presentations, charts, graphs, pamphlets, flyers, and other informational materials; developing and maintaining documents in various formats, including PDF; facilitating effective communication; problem solving; team building; and presenting information to diverse audiences. In addition, a successful applicant must be proficient in Microsoft Office applications, including Word, Excel, Outlook, and PowerPoint, as well as Adobe products. Applicants must be able to analyze and interpret data and effectively present information through reports, spreadsheets, charts, graphs, presentations, and other communication tools.

Possession of or ability to readily obtain a valid driver's license issued by the State of Alaska for the type of vehicle or equipment operated.

Duties/Responsibilities

Human Resources Specialist:

Maintains knowledge of the legal requirements and government reporting regulations affecting human resources functions and ensures that policies, procedures, and reporting are in compliance.

Collaborates with co-workers to respond to internal and external requests; serves as back-up and provides office coverage in the absence of other personnel or as needed.

Administers and coordinates assigned human resources programs, including recruitment and selection, onboarding, performance management support, occupational health, employee records management, and compliance reporting.

Coordinates recruitment activities, including preparing and posting vacancy announcements, advertising positions, maintaining applicant tracking records, supporting EEO reporting requirements, participating in interviews, and assisting with hiring processes.

Prepares, processes, and maintains personnel actions, employment records, and related human resources documentation.

Maintains personnel, medical, and other human resources records in compliance with applicable records retention requirements and confidentiality standards.

Assists with the retrieval, review, and organization of records for audits, public records requests, legal requests, and other business purposes.

Serves as system administrator for assigned human resources information systems and maintains the accuracy, integrity, and confidentiality of employee data.

Creates and maintains employee profiles and records in various electronic systems used to support human resources operations and compliance activities.

Provides information, guidance, reminders, and procedural support to employees, supervisors, departments, and divisions regarding human resources programs, policies, procedures, and deadlines.

Assists employees with personnel changes and ensures required forms, documentation, and transactions are completed and processed accurately.

Assists with the administration of Family and Medical Leave Act (FMLA) and Alaska Family Leave Act (AFLA) processes, including notifications, documentation, tracking, and follow-up activities.

Assists with occupational health related compliance activities, including maintaining records and preparing required reports and documentation.

Coordinates employee and supervisor training activities, including identifying training resources, scheduling courses, maintaining training records, and preparing certificates of completion.

Assists with the development, implementation, and revision of Borough policies, procedures, reports, and special projects.

Compiles, analyzes, and presents workforce and human resources data as assigned; prepares reports, surveys, employment verifications, and responses to public or agency requests for information.

Prepares correspondence, reports, presentations, meeting materials, and other documents; reviews work for accuracy, completeness, grammar, and format consistency.

Responds to routine inquiries and directs requests to the appropriate staff or resource.

Assists with employee onboarding by preparing and maintaining orientation materials, new hire information, and related employment documents.

Maintains human resources content on the Borough intranet and other designated employee communication platforms.

Performs related work as required.

Human Resources Generalist:

Maintains knowledge of the legal requirements and government reporting regulations affecting human resources functions and ensures that policies, procedures, and reporting are in compliance.

Collaborates with co-workers to respond to internal and external requests; serves as back-up and provides office coverage in the absence of other personnel or as needed.

Manages human resources projects and programs in areas including recruitment and employment, employee relations, policy administration, training, rewards and recognitions, retention, employee development and team building.

Coordinates Borough recruitment and hiring processes; assists in the development of recruitment strategies and interview questions; creates and/or approves requisitions and job postings; evaluates applicants for eligibility.

Coordinates the on-boarding of new personnel; conducts new employee orientation.

Serves as system administrator for human resources software and computerized databases.

Administers the salary administration program
