Our team is responsible for ensuring the timely and accurate processing, certification, review, and audit of payroll and personnel actions for the Department of Transportation and Public Facilities (DOT&PF). Under the general supervision of the Payroll Supervisor, this position serves as a lead technical resource for payroll and personnel administration. You will review and certify payroll, personnel, and leave transactions; audit records and resolve discrepancies; and ensure actions comply with applicable Personnel Rules, collective bargaining agreements, statutes, regulations, departmental policies, and established procedures. You will also provide guidance and technical support to team members, managers, and employees, and assist with researching and resolving complex or sensitive payroll and personnel issues. This is equivalent to a Human Resource Technician 2 with the State of Alaska or the equivalent elsewhere. Substitution: One year of technical level dispatching experience as an Alaska Marine Highway System Dispatcher with the State of Alaska. OR Two years of postsecondary education (64 semester hours or 96 quarter hours equal 2 years) from an accredited college or university in any field. OR Two years in any combination of postsecondary education (3 semester hours or 4 quarter hours equal one month) from an accredited college or university and human resources experience at the journey technical level. This experience is equivalent to a Human Resource Technician 2 with the State of Alaska or the equivalent elsewhere. OR Two years in any combination of postsecondary education (3 semester hours or 4 quarter hours equal one month) from an accredited college or university and technical level dispatching experience. This experience is equivalent to an Alaska Marine Highway System Dispatcher with the State of Alaska. Special Note: "Human resource” work includes experience in recruitment and selection, classification, employee training, employer provided benefits programs, employment law compliance, personnel, payroll, or employee or labor relations. Supervision of subordinates does not in itself constitute human resource work.
