is recruiting for a

Human Resource Technician 3 in Juneau.

This position is in the Confidential Bargaining Unit at a range 15.

What You Will Be Doing:

In this role, you will serve as the working technical payroll resource for the DNR Payroll Team, ensuring that employees are paid accurately, on time, and in full compliance with state and federal law, Personnel Rules, and multiple collective bargaining agreements. Your core responsibilities will include:

Certifying and owning the full payroll cycle:

As the unit's certifier, you will review and certify the accuracy and legality of a high volume of personnel actions across multiple bargaining units — including appointments, promotions, demotions, transfers, separations, acting status, return from leave without pay, longevity and merit increases, address changes, and more. You will also audit timesheets, calculate leave payoffs, correct action-entry errors, and resolve pay discrepancies, serving as the technical quality-control point for work produced by subordinate staff.

Leading and directing a payroll team:

You will supervise, evaluate, and develop a staff of six HR Technicians, delegating workflow, setting priorities, and ensuring all payroll deadlines are consistently met across the department.

Conducting and overseeing audits:

You will perform and review audits covering merit anniversary dates, leave without pay (LWOP) impacts, leave accruals, workers' compensation adjustments, PERS computations, and premium pay — and serve as the resource for lower-level staff on all audit types.

Advising managers and employees:

You will provide authoritative guidance on personnel and payroll issues, draft correspondence, negotiate overpayment repayment schedules, and help resolve complaints with professionalism and discretion.

Supporting operational integrity:

You will contribute to standard operating procedures and training, serving as a resource to the payroll team and departmental administrative staff to help build a unit that is accurate, consistent, and resilient.
