Job Description

The Department of Education and Early Development is recruiting for a Human Resource Consultant 1 in Anchorage or Juneau!

This position is currently only open to State of Alaska Employees. Please review the definition below in the "additional required Information" to see if you meet the requirements.

What You Will Be Doing:

Provide professional human resource consultation and support to supervisors, managers, and employees on a variety of personnel matters.

Support recruitment and selection activities, including reviewing recruitment documentation and providing guidance on hiring processes and requirements

Research and interpret personnel rules, collective bargaining agreements, policies, procedures, and applicable employment laws to provide accurate and consistent guidance.

Assist with employee relations, performance management, leave, classification, and other HR processes while maintaining appropriate confidentiality and documentation.

Collaborate with HR team members and agency leadership to identify solutions, resolve personnel issues, and support effective and consistent HR practices.

The Working Environment You Can Expect:

This position may be located in Anchorage or Juneau and works in a professional, collaborative office environment with supervisors, managers, and employees throughout DEED. The work is varied and primarily performed using electronic HR systems, email, virtual meetings, and other technology; flexible work arrangements and occasional travel may be available or required based on operational needs.

Problem Solving: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.]

Any combination of education and/or experience that provides the applicant with competencies in:

Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Reasoning: Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions.

Writing: Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a brief, clear, and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.

Equivalent to those typically gained by:

Training in human resource management, business administration, or organizational leadership or experience supporting management in running an organization/enterprise or supporting professionals working in human resources (such as recruitment, payroll, classification and compensation, employee and labor-management relations, employer provided benefit programs, employment law compliance, or employee training).

“Competencies” means a combination of interrelated knowledge, skills, abilities, and behaviors that enable a person to act effectively in a job or situation.

“Training” and “education” in this guidance are synonyms for the process of acquiring knowledge and skills through instruction. It includes instruction through formal and informal methods (such as classroom, on-line, self-study, and on-the-job), from accredited and unaccredited sources, and long-duration (such as a post-secondary degree) and short-duration (such as a seminar) programs.

“Typically gained by” means the prevalent, usual method of gaining the competencies expected for entry into the job.
