This is a non-represented position (no union affiliation) and is subject to the provisions of the Personnel Rules of the Municipality of Anchorage.

DEPARTMENT: Human Resources

HOURS OF WORK: Monday to Friday, 8:00 am to 5:00 pm

LOCATION: 632 W 6th Ave, 6th Floor - City Hall

Employees who are hired or rehired to any position shall be placed at the entrance pay step, and advancement from the entrance step to the maximum step within a pay grade shall be by successive steps.

Example of Duties

Under the direction of the Human Resources Records, Employment and Classification Manager, the incumbent of this position will plan, coordinate, and execute the completion of high-priority action items and projects as disseminated from the Department Director. These projects require a high degree of Human Resources knowledge and a broad scope of experience to successfully complete. Review and provide impact analysis of proposed municipal code changes, Assembly ordinances, administrative agreements and collective bargaining agreement updates and issue "course of action" directives in coordination with the Labor, Central Payroll and Benefits sections and the IT Department. Serve as the point-person for implementation of cost-of-living increases, SAP functional changes, support pack and other SAP testing in coordination with the HRIS Administrator and other department Subject Matter Experts. Direct submission and track request for changes (RFCs) to the IT Department as appropriate. Inquire and investigate the training needs of municipal departments regarding Human Resources functions and available resources and, in turn, work with all Human Resources sections to develop training materials. Provide support for the Records, Employment, and Classification (REC) sections through the development of policies, procedures and process documents in adherence with municipal code and collective bargaining agreements. Track contract expiration dates and submit extensions or request for proposals as appropriate in coordination with the Purchasing Department. Perform other duties as assigned.

Minimum Qualifications / Substitutions / Preferences

Bachelor's degree in Business Administration, Public Administration, Finance, Economics, or a related discipline and five (5) years of Professional Human Resources experience which includes three (3) years in a supervisory position.

OR

Associate's degree in Business Administration, Public Administration, Finance, Economics or a related discipline and seven (7) years of Professional

Human Resources experience

which includes three (3) years in a supervisory position.

OR

High school diploma, GED, or equivalent and nine (9) years of Professional

Human Resources experience

which includes three (3) years in a supervisory position.

Personal Suitability Qualifications:

Per Municipal Code 3.30.024.D Personal suitability qualifications commonly required by any employee occupying a position in any class, such as good character, loyalty, honesty, demeanor, industry, amenability to supervision, and willingness to cooperate with associates shall be qualifications required for each position.

Military Service Interview Preference

Veterans who wish to be considered for interview preference, as permitted in Municipal Personnel Rules 3.30.031 D, must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs, recognizing the person as a veteran. The attached documentation must show an honorable discharge or general (under honorable conditions) discharge. The minimum qualifications of the position must be met for preference consideration.

Individuals currently serving as a member in good standing in the National Guard or the organized military reserves who wish to be considered for interview preference, as permitted in Municipal Personnel Rules 3.30.031 D, must attach proof of current service to the application. Proof of current service can be shown by submission of a statement of service which, at a minimum, shows the full name, date of birth, Social Security

Number, date service began, branch of service, rank, name of command providing the information, and unit of assignment. The statement of service must be on a form or letterhead of the individual’s command organization, and shows the name, signature, title, and contact information of the signer providing the statement of service. The minimum qualifications of the position must be met for preference consideration.
