Job Summary:

The Federal Compliance Specialist serves as the district's primary specialist for Title IX and Title VI compliance, prevention, training, and complaint response and provides primary support for student educational opportunity and civil rights matters. The position receives and assesses reports involving sex discrimination, sexual harassment, discrimination, harassment, retaliation, disability access, or other alleged violations of student and employee civil rights; conducts or coordinates prompt, fair, and impartial investigations and resolution processes; prepares findings, reports, and recommendations; supports appropriate remedies, corrective actions, and prevention efforts; provides guidance and training; and maintains confidential records. The position supports compliance with Title IX, Title VI, Section 504, the ADA/ADAAA, and other applicable nondiscrimination requirements affecting students and staff. As primary workload and deadlines permit, the position provides secondary support to the district's labor and employee relations lead on labor relations and employee relations.

Starting Hourly Rate:

Grade 7: $80,517.42 - $113,085.86 DOE

8 hours per day

Job Qualifications/Requirements (please review job description for qualifications and duties of the position):

The following are required:

Bachelor's degree in human resources, education, student affairs, public policy, government, legal studies, management, public administration, a social science field, or another closely related field. A combination of relevant college coursework, professional training, and experience may substitute for a degree.

Minimum of one year of experience conducting investigations and/or facilitating conflict, complaint, or grievance resolution, including drafting and presenting investigative reports or findings.

Demonstrated ability to understand, interpret, and apply federal and state nondiscrimination requirements, including Title IX, Section 504, the ADA/ADAAA, and other applicable educational civil rights requirements, as well as working knowledge of employment and labor laws, collective bargaining agreements, board policies, and district procedures.

Strong knowledge of investigation best practices, evidence analysis, interviewing, fact-finding, report writing, trauma-informed practices, confidentiality, impartiality, and prompt resolution of sensitive complaints.

Excellent written and verbal communication skills, including the ability to prepare concise, logical, analytical reports and present information to diverse groups.

Excellent organization, planning, research, analytical, conflict-resolution, and problem-solving skills, with the ability to manage multiple sensitive matters and strict deadlines.

Ability to handle confrontation and conflict; identify issues; organize facts; design a plan for resolution; maintain neutrality; and make effective decisions under pressure.

Proficiency with Microsoft Office programs, electronic records, and standard office systems.

Title IX investigator or coordinator certification at the time of hire, or the ability to obtain appropriate certification within the first year of employment and maintain it throughout employment in the position.

Must be able to travel to schools and offices throughout the Fairbanks North Star Borough. While driving on district business, must hold and maintain a valid State of Alaska driver's license, current vehicle insurance and registration, and the ability to receive and maintain access to military bases.
